No point having moist surface, as it would evaporate super quickly. In fact 80% of the water loss when watering a bare (unmulched) ground is due to evaporation. That's why drip lines are better, especially if mulched.<br /><br />You can dig a hole in the hugel and see if 30-50 cm down there's moisture and if the wood is moist.
